a large number of free electrons are present in metals. why is there no current in the absence of electric field across it?

there is no current in absence of electric field due following reasons

1 ) Metal is neutral due presence of electrons and protons with opposite charge which neutralize each other
2) absence of electric field means no enhancement of electrons movement..
