The Earth having an atmosphere changes this a little bit. The rocks are immersed in air, which gives a buoyant force which is equal to the weight (not the mass) of the displaced air. However, if we assume both rocks to have the same density in kg per cubic meter, the force on the larger rock will be exactly four times larger than that of the smaller rock. The masses being in the same ratio, both rocks will endure the same correction in acceleration, so they will arrive on the ground a little later, but still simultaneous.
