he causes pain and suffering to others . he causes destruction.Suppose the nuclear weapon fails in the hands of a lawless scientist, he can cause widespread destruction. he may ruin the achievement of other scientist. That's why the leaders of the world are worried about the chemical weapons falling into the hands of  governments/terrorists . If this happens all the scientist of the world will be doomed.
