Refractive index of a medium with respect to another medium is the ratio of speed of light in it to speed of light in second medium.

Refractive Index have no unit. It is represented by

\mu.

Now it is impossible for light to travel with speed of 3m/s and 2m/s. It can only travel with speed of

3 \times  {10}^{8}  \frac{m}{s} or2 \times  {10}^{8}  \frac{m}{s}

Now this velocities are correct for both medium.

Now, refractive Index of first medium with respect to second medium will be.
