a) this is because animals not only move they take food for energy, they excrete the undigested food, they digest the food , they respire the animals and plants di these all things therefore they are considered as living beings.

b) because in water the oxygen is dissolved in hydrogen and we need only oxygen gas(O2) one another reason is that the oxygen gas we take is a gas but in water it is in liquid form. therefore we cannot survive underwater.
