given line is y=x/3 +1 -----A

slope of given line = 1/3

slope of perpendicular line = -3

equation of line perpendicular is

y = -3x+c

line passes through (2,3) so

3 = -6+c

c = 9

so equation is y = -3x+9 ---B

p is intersection of Aand B

solving A and B

x/3+1 = -3x+9

x+3 = -9x+81

10x = 78

x = 7.8

substitute in A

y = 3.6

so p is (7.8, 3.6)
