  1. chief Seattle replies to the offer made by George Washington to buy their natives land and the youth as he said was impulsive means to say that they became uncontrollable by the feeble old men and women and they were cruel and relentless when they became angry.
  2. secondly they were responsible for the loss of their ancestral land

Chief Seattle regrets that their young men have ever been impulsive. When they grew angry at some real or imaginary wrong, and disfigure their faces with black paint, it denotes that their hearts are black, and that they are often cruel and relentless. They become hostile and lose their lives in violence acts. Seattle discourages such kind of behaviour from the youth and it indicates his love for peace and friendly relationship. He is against war and he does not glorify war but condemns it.

Hope it helps you.
