It is a true universal statement acknowledged by all '' A little knowledge is dangerous''. Private Quelch, no doubt , is very knowledgeable person but his showy character leads him to failure. It is one of the true signs of lacking knowledge. As we know, he wants to get promotion for higher rank and for that reason he spends much time in study. He is very curious on his part. But he doesn't have psychological knowledge. It is told that knowledge leads a person bowing his head and he never goes to show off. Unlike that person., Quelch even dares to interpret his teachers. He always outshines his colleagues.
When he does the same with Corporal Turnbull ,he is sent to look after in kitchens. But, as we know, habits decide character so he again starts giving lectures. Although he knows too much but lacks true education which leads him to failure.
