A long rope has to be cut to make 23 small pieces. if it is double folded to start with how many times does it need to be cut?

If it's folded over once, you get a sideways "U" shape. When you fold that over again, you get a folded "U" shape. Try drawing it. 

Are you saying it's folded ONCE, or twice? Because if it's folded twice ('double folded"), then I don't see a solution. 

If it's folded once to get a "U" shape, and you cut near the ends of the ropes, you get two little pieces plus one long piece. So cutting once like this gives you 2+1=3 pieces, cutting twice gives you 2+2+1=5 pieces, cutting three times gives you 2+2+2+1=7 pieces, etc. In general, cutting n times gives you 2n+1 pieces. So if 2n+1=23, then 2n = 22, so n=11.
