If taken in a literal sense- yes. Hunger was the ultimate driving force that pushed the seagull to finally take his first flight. He had gone a whole day without food and maddened with starvation, when his mother provoked him with the piece of fish he dived at it.
However, hunger could also stand for hunger of success and achieving your goal. His fear and cowardice frustrated him, as his siblings had all mastered flying before him. There was a sense of competition and self-esteem as well. Thus, all these factors motivated him to take that plunge.
