a magnetic needle place near circuit defelect only when magnitude or direction of current flowing through circuit is changing.this is because due to change in electric field produce magnetic field.

A magnetic needle of a compass placed close to an electric circuit deflects.

This happens because the needle aligns itself with the magnetic field line direction.

By following Fleming’s left hand rule with the fore figure, the middle ginger and the thumb perpendicular to each other, then the fore finger is the direction of the magnetic field, the middle finger is the direction of the current and the thumb will be the direction of deflection.
