If something is a “magnetic substance” it by definition absolutely does have magnetic properties. Now if you are presuming that means it must be “attractive by another magnet” but that you are talking about a very specific magnetic property called “ferromagnetism” which is NOT the only magnetic property that exists. There are numerous others and most of them are not as strong or obvious as ferromagnetism. But they definitely exist and are “magnetic” in nature.
