It is because the man while driving the car is in a state of motion.This is known as the inertia of motion.

When the car is moving,the man's feet are in direct contact with the base of the car,hence when the car suddenly stops during an accident,at that time,the feet of the man being in direct contact with the car comes to a hault immediately with it,but the upper part of the body, not being in a direct contact with the car,still tends to be in motion, and hence the person is thrown of the car.

That's why it is always recommneded to wear seat belts while driving so that no severe harm could happen.
