Heap of sand acts as a shock absorber as it is not rigid.

It reduces the momentum of the falling body as it absorbs the force .

Hence , when man falls on it he experience less force from the ground ( sand ).

Cemented floor is a hard and rigid body and it do not absorb any shock .

.

Hence ,

When the man falls on the cemented floor he gets more injured as compared to the heap of sand.
