Distance travelled towards North = 15km
And distance travelled towards east =20 km

So,
By Pythagorean theorem ,we have:-
 = > {bc}^{2} = {ab}^{2} + {ac}^{2} \\ = > {bc}^{2} = {(20}^{2} ) + {(15)}^{2} \\ = > {bc}^{2} = 400 + 225 \\ = > {bc}^{2} = 625
 = > {bc}^{2} = \sqrt{625} \\ = > bc = 25

Hence,
He is 15 km car far from his initial point.
