The answer would be 19 cm / sec in downward direction
 Solution will be as follows:
Velocity of a / b = 5 cm / sec Relative acceleration = 0i - ( g + 2 )
Relative velocity after 2 sec final = v ( r ) - a ( r ) t
= 5 - 12 * 2
= - 19 m / sec
