Very tricky question. I have 3 assumptions for this question:
1. One can be rebirth. If i consider these four digits as the years; the person must have died in 1953 and taken rebirth in 1995.
2. My second opinion is that 1995 and 1953 are the post codes of two different places; so the person must have born in a place with postcode1995 and died in the place with post code 1953.
3. Other one is that the person must have taken birth in 1995 BC and died in 1953 BC.
