It depends on the frame of reference
If the frame is inertial ie with respect to earth then the man is said to be in motion.
Whereas if the frame is of the train then the man is said to be in rest.
For ex : a person in the train will say that the man is in the state of rest whereas a person outside the train will say that he is in motion

It depends on the reference point.
According to the person who is outside the train , the person sitting in the train is in motion.
According to the person who is sitting in train ,that the train is in motion.
