If he did not stops, time taken by him is :

$t=\dfrac{27\ km}{9\ km/h}=3\ h=180\ min$

The number of stops in his journey is given by :

$n=\dfrac{27}{1}-1=26$

He takes a rest for 9 min. So, total delay in 26 stops = (26 × 9) minutes = 234 minutes

Total time to cover the distance is :

T = 180 min + 234 min

T = 414 min

T = 6.9 hours
