Let the amount lent at simple interest of 12% be x.

The amount lent at 14% will be 9600 - x

Simple interest = Principle × rate × time

Interest earned for 1.5 years at 12% is :

Interest = x × 0.12 × 1.5 = 0.18x

Interest earned for 1.5 years at 14% is :

Interest = (9600 - x) × 0.14 × 1.5 = 2016 - 0.21x

Summing the two :

0.18x + 2016 - 0.21x = 1800

-0.03x = - 216

x = 216/0.03

x = 7200

Amount lent at 14% is :

9600 - 7200 = 2400

The ration of amount lent at 12% to that lent at 14% is :

7200 / 2400

= 3 : 1
