pitch increases as frequency is inversely proportional to effective length of air column. Thus by closing the holes in flute, the effective length of air column decreases and hence frequency of sound increases.. Pitch is directly proportional to frequency of sound and thus it increases with increase in frequency.

I wrote that pitch increases and gave the same reason as you but it's written in concise that when the holes are closed, the length increases. Is your answer verified? As the person is closing the holes near his mouth so the relative length of the air column inside the flute will increase. Since frequency is inversely proportional to the length so the frequency will decrease.
