If we go per definition of velocity which is stated as the displacement per unit time. Velocity is equal to zero. Since it is circular path and the man reaches the initial or starting position after going around the circle. Displacement is stated as final position - initial position, since the final position is equal to the initial position in this case , that is the case of a circle, the net displacement is equal to zero , therefore the velocity becomes zero.
But if the word speed is stated in place of velocity,
Speed= Distance travelled ÷time taken
Distance travelled= 100m
Time taken=20 seconds
Speed= 100÷20
= 50m/s
