The balls will reach their maximum height in the air and then hit the ground at the same speed. However, if the man throws the second ball forward, then the first ball will have higher speed due to a greater altitude.

Since you just want to compare final  vy  , the initial velocity of  vx  doesn’t matter. The higher the maximum altitude (the point where  vy  is  0 ) the longer the time it takes to reach the ground, and hence the greater the velocity.

If you throw the ball in vertical direction, the ball will reach the highest possible altitude it can reach at that applied force. Therefore, the first ball will have a greater velocity when it reaches the ground.
