lcm of their speeds = 30km/h
first man will cover 30 km in 3 hrs
so he will reach at 10 am
second man will cover 30 km in 2 hrs
so he will reach at 11 am
but they don't meet
if we take lcm of speed 60
first man will cover 60 km in 6 hrs
so he will reach at 1 pm
second man will cover 60 km in 4 hrs
so he will reach at 1 pm
hence they meet at 1 pm
