A Man walking in Road in Rain which falling down vertically holds his umberlla at an angle 30° to the vertical . Then Ratio of velocities of Rain and Man?

Resolve the components into vertical and horizontal velocities. Relative velocity along components is
Vrh=V2-V1  
Vrv=V2'-V1'
Resultant relative velocity is
Vr=Vrh+Vrv (vector addition). 
Do this for this case(raindrops wrt man) and you would get the answer. 
Here(Vrh=0-3, Vrv=-4-0, |Vr|= 5, theta=-135°)
Similarly do for the other case.
