And total amount of money he had be 'T'

Since he was short of 6 rupees while distributing 12 rupees each,

12x = T+6  ...(1)

When distributing rupees 9 each, he had an excess of 3 rupees, and hence,

9x = T-3  ...(2)

On solving (1) & (2) we get,

x=3 ; T=30
