A map without scale is termed as scheme.

Explanation:

It is used to sketch roadways or rail route maps where they do not have any scale.

There are two types of scales used in map. They are bar scale and lexical scale. The bar scale uses distance which uses the actual measurement while lexical scale is uses written form of the distance.

Thus, the map without scale is also considered as map but they are used to define pattern in the map.
