There are multiple ways.

If you are in the car, then the mechanically connected speedometer is the most common; a linkage to the wheels rotation is used to indicate each time the car moves one wheel rotation it is moved the circumference of the wheel, and with the time to do this it can be computed in MPH.

Car GPS units are also quite adept at this. They measure coordinates and time; and by computing the distance difference between successive coordinate points and dividing by the time between measurements then the speed and direction can be computed,

Your local police can measure your speed externally. They use microwave radar guns which bounce a radar signal off you car and listen to the echo; the Doppler frequency shift indicates the speed.

On a race track of a known length circuit, the lap time is used to compute speed as course length/time.

There are of course multiple other ways to measure it, but those are most common.
