The volume of the cube is 11^3 which is 1331 cm^3. That is the increase of volume of the water.

The volume of a cylinder is \pi r^{2} h = 1331.

r is 28/2 i.e., 14. From this you can get the h (which is height). ~ 2.16 cm.
