on the assumption that filament is a pure resitive, the resistance value of the filament is 230/0.3= 766 ohms.
and hence current at 115 volt will be 115/766 = 0.150 amps according to ohms law
provided the voltage source is a pure DC voltage,at a constant temprature. if the ripples in the voltage is more
then the current may change slightly
