ANSWER::

The metre scale is graduated at every millimeter i.e. 1 m = 100 mm 

As we know the minimum no. of significant digit maybe 1 ( example for measurements like 2 mm , 9 mm etc. ) and also , maximum no. of significant digits may be 4 ( example 2000 mm).

So , the number of significant digits maybe 1 , 2 , 3 or 4 .
