It is because in burning ethyne with air it produces as a sooty flame(temperature is low). But when burned with oxygen it burns with higher temperature causing favorable conditions for welding. Without mixing excess oxygen this can't be achieved. So mixture of ethyne and oxygen are used for welding.

⤵⤵⤵⤵⤵⤵⤵⤵⤵
➡ welding requires lot of heat to obtain desired temperature.
➡ this amount of heat cannot be obtained by the combustion of mixture of ethyne in the presence of air .
➡ the combustion of ethyn in the presence of air is complete combustion producing small heat and large amount of black smoke .
➡ the combustion of ethyne is pure oxygen is complete combustion.
➡ which produces large amount of heat required for welding.
