The highest speed I can remember off the top of my head was set by Williams last year at the Baku GP. They managed to reach 378kph (234mph).
F1 cars are a compromise between top speed and downforce, most of the tracks favour higher downforce over a higher top speed.
So it would be possible to exceed these speeds if the car was set up for it (low drag wings etc.).
