The minimum speed at the highest point of the globe 9.8 m/s

Given,

The highest point of the globe is its diameter (h) = 19.6 m

Radius of the globe (r) = diameter(h)/2

Radius (r) = 19.6/2 = 9.8 m

formula for the speed = V = \sqrt{rg}

g = gravitational constant = 9.8 m/s²

V = \sqrt{(9.8) (9.8)}

V = 9.8 m/s

minimum speed at highest point of the globe is 9.8 m/s
