Total distance = 150 km

Speed = 60 km/he

So taken time for covering this distance = 150/60 = 2 hr and 30 min.

Total time (with rest time) = 2hr 30 min. + 45 min. = 3 hr and 15 min.

So he reached his destination at 11:30+3 hr and 15 min. = 2:45 pm Ans.
