when brakes applied the car is in motion and according to Newton's first law of motion which is also known as the law of inertia is applicable here it starts at a moving body tends to be in motion unless and until an external force is applied to it so when we apply the brakes the body which is the car in motion is forced to be at rest. but it moves a bit.

this is because when we apply brakes only the tires will stop not a car so it will take time because both are moving together and when we apply brakes only time will stop..
