42310 - 13500 = 28810

Now

28810 - 13500 = 15310

So William's received 28810 votes whereas Smith received 15310 votes

Answer:

let the voted got by ms Smith be x

then x+13500 = of Williams.

hence x+x+13500 = 42310

then 2x = 42310-13500 = 28810

hence x = 14405 votes to Smith and

14405+13500 = 27905 answer
