Let the number be x

When it is increased by 10%, the number becomes
x + ( \frac{10x}{100})  \\  = x  +  \frac{x}{10}  \\  =  \frac{11x}{10}
Again when it is decreased by 10%, it becomes

 \frac{11x}{10}   -   \frac{11x}{10}  \times  \frac{10}{100}  \\  =  \frac{11x}{10}  -  \frac{11x}{100}  \\  =  \frac{99x}{100}
Thus, the number decreases.

The Percentage decrease

 =  \frac{(x -  \frac{99x}{100}) }{x}  \times 100\% \\  =  \frac{ \frac{x}{100} }{x}  \times 100\% \\  =  \frac{1}{100}  \times 100\% \\  = 1\%

Therefore, the number decreases by 1%.
