Explanation:

North western part of India gets winter rainfall. It is because of western disturbance. This western disturbance or low pressure area develops over Mediterranean sea, and because of jetstreams it moves towards east and reach India. As they come from Mediterranean sea they contain moisture.

Secondly south east India too gets winter rainfall. This rainfall is actually because of retreating of South West monsoon winds. Monsoon winds comes from South West direction and moves towards north during summer months. Because of their direction western slopes of Western Ghats gets more rainfall during summer or during advancing monsoon season.
