A number can be written in the form of 4m+2 , for some natural m . can this number be a perfect square ?

No. It totally depends on the value of m.
When you substitue 1 for suppose, you get
4(1)+2=6 which is not a perfect square.

4m+2=> 4m= -2=> m= -2/4 => m=-1/2.
4*-1/2+2= -4/2+2 = -8/2=-4.
therefore answer is yes
