let the number be x

it is decreased by 10%

so new number x'=x-10x/100

x'=x-0.1x

x'=0.9x

so now number is increased by 10%

x'=0.9x+0.9x*10/100

x'=0.9x+0.09x

x'=0.99x

hence new number is 0.99 times the original number
