let the smaller number be x
and bigger number be y.
from first condition
x + 3 = y \\ x - y =  - 3...1
from 2nd condition
2y + 17 = 3x \\ 3x - 2y = 17....2
multiply 1 with -3
 - 3x +  3y = 9....3
adding 2 and 3
we get
y = 26
put y=26 in 1
x - ( 26) =  - 3 \\ x - 26 =  - 3 \\ x = 23
Therefore, the numbers are 23 and 26
hope this helps you :))))
