according to the question:-

$\frac{7}{4} (x + 21) = 4x + 21 \\ ⇒7(x + 21) = 4(4x + 21) \\⇒ 7x + 147 = 16x + 84 \\⇒ 63 = 9x \\ ⇒x = \frac{63}{9} = 7$

hence, X = 7
