Here is my assumption:
A number is divided in 2 parts: x and y
x > y by 10... (given)
So we can write: y+10 > y... (substituting x)
y+10. 12

y 3
Cross Multiplying, we get:
3(y+10) = 12(y)
3y + 30 = 12y
30 = 12y - 3y
30 = 9y
y = 30
___ = 3.3333...

But No.1 = y+10
hence, 3.3333.. + 10 = 13.3333...
No.2 = y = 3.33333..
Hence 13.333.. + 3.333.. = 16.66666....
Approx = 17
