EXAMPLE WILL MAKE IT MORE CLEAR

Assume a number to be 456 then according to above statement it will only be divisible when 56 ( i.e. number by last two digits ) is divisible by 4. Since 56 is divisible by 4 ; 456 will also be divisible by 4.
