Let the number be 100.

● First increase it by 10%

10% of 100 = 100 × 10/100 = 10

it will become = 100 + 10 = 110

● Now reduce it by 10%

10% of 110 = 110.× 10/100 = 11

it will become = 110 - 11 = 99

==========================

initial number = 100

finally we got = 99

decrease = 100 - 99 = 1

% decrease = 1/100 × 100 = 1%

Thus it decreases by 1%.

answer is b.
