The net increase / decrease percent is zero....
This is because it is increased by 10% and decreased by 10%.

Let
Number =100

Increase by, 10%

=100+10
=110

Now it decreases by 10%

Decrease =11

=110-11

=99

Net decrease =100-99

=1

Decrease %= decrease / initial value x100

=1/100 x100

=1%

Shortcut

When this kind of condition given something first increased and then decrease with same %

We also get decrease %

Use this

( \frac{x}{10} )^{2}
Where x= increase or decrease %

By this method

( \frac{10}{10} )^{2}
=1²=1% decrease
