Take a number x

Now increase this number by 20 %

X + 20 X/ 100

= 120x / 100

So the new number formed is 120x / 100

Now it is decreased by 20%

So the new number will be

120x/100 - (20/100)(120x/100)

Now open the bracket and you will get

120x/100 - 24x / 100

Which is equal to 96 x / 100

Now this new number is less than the original number which we had taken , so the net decrease % ={[ x-(96x/100)]/ X } x 100

Which will be equal to 4 %

So the answer to your question is 4 percent..
