A pair of linear equations is consistent if it has atleast one solution.
So the pair of linear equations will be consistent if they have a unique solution or have infinte solution.
If a1/a2=b1/b2=c1/c2 or if a1/a2≠b1/b2 then the pair of linear equations is consistent.
If both the lines intersect at one point or if both the lines coincide with each other then the pair of linear equations will be consistent
Hope it is helpful.
