Solution:

Let say  Price of Shoe   = P Rs

Off = 15 %

Off = (15/100)P = 0.15P

customers save $9

=> 0.15P = 9

=> P = 60  $

Price of Shoe = 60 $

$9 is the part,  15% is the percent, and $60 is the whole.
